FUNDING FOR THE STATE TRIAD OF GEORGIA

Why This priority is Important:

Increasingly criminals are targeting older adults. According to the Office of Victims of Crime, one older person becomes victimized every 2.7 minutes, which adds up to an estimated 533 victims every day. Georgia has the 7th highest rate of identity theft in the United States as of 2008. In 2007, Georgia became the state with the 13th highest total crime index. As the number of older adults increases, the risk of victimization also increases.

What is the State Triad?

The State Triad of Georgia is working towards making Georgia safer for older adults. Triad is a collaboration between public safety, the criminal justice system, and the senior community and affiliated organizations.  The purpose of Triad is to develop and implement crime prevention and education programs for older individuals. This collaboration officially began in 2007 with a formal proclamation from Governor Perdue and a cooperative agreement signed by the partners listed below.  Over 300 seniors and advocates attended the cooperative agreement signing ceremony.

Who are the State Triad Partners?

  • Department of Human Services, Division of Aging Services;
  • Office of the Attorney General of Georgia;
  • Office of Secretary of State;
  • Georgia Sheriffs’ Association;
  • Georgia Association of Chiefs of Police;
  • AARP Georgia;
  • Prosecuting Attorneys’ Council; and
  • Better Business Bureaus of Georgia.

What other states do:

·         14 states have cooperative agreements similar to Georgia

·         Mississippi

o   funds their state Triad through the Department of Safety

o   a dollar from each moving violation in Mississippi is reserved for Triad and that dollar goes into a non-lapsing, revolving trust fund.

o   Grants are given to local Triads and the amount varies by how many years the Triad has been in existence

·         Virginia:

o   funds their state Triad through the Attorney General’s Office. 

 What This Legislation Would Do:

The State Triad will create a Senior Victim's Assistance Fund to provide temporary shelter when older crime victims are not safe at home & provide emergency repairs for older crime victims to secure the home.  It will also allow the State Triad to award grants to local Triads and SALT (Seniors and Law Enforcement Together) Councils to work with law enforcement to make a safer Georgia for all seniors.
